Changzhou unveils Jiangsu's first apartment for delivery riders

Recently, Tianning District and ele.me, a leading online food delivery platform in China, signed a partnership agreement during a ceremony held at Changzhou Pharmaceuticals Building. The event also saw the unveiling of an apartment for ele.me delivery riders, the first of its kind in Jiangsu Province.

Located in Fenghuang New Town, Diaozhuang Subdistrict, Tianning District, the apartment provides a range of services, including accommodation, community support, and career development. In addition to hot meals, drinking water, and first-aid kits, it offers dedicated resident services and skills training programs to meet riders' needs both in their daily lives and professional development. The ceremony also unveiled a list of rider-friendly apartments in Changzhou, which will benefit more delivery staff working in the city.

The event highlighted several outcomes of government-business collaboration -- Changzhou's first volunteer team made up of delivery riders, a two-way coordination mechanism between the local government and delivery platform, and a legal services guide for riders to protect their rights and interests.

Li yuanyuan, a exemplary rider in Changzhou, shared his experience of becoming part of the city and giving back to the community through his dedication and service. Pan Yang, Director of Public Affairs in Jiangsu Region from Alibaba Group, introduced ele.me's rider-friendly projects, demonstrating the platform's efforts to expand career development opportunities for delivery employees. The Changzhou Administration for Market Regulation also shared a case on food safety governance, a pioneering initiative led by Tianning District and ele.me platform.  

Delivery riders and other workers in new forms of employment are not only an integral part of the city’s daily life, but also an emerging force in community governance.

Governance on the Move, as a signature project launched by the Tianning District, targets these employment groups to consolidate resources and empower grassroots-level governance. Since the initiative began in 2021, the district government has deepened its cooperation with ele.me, carrying out multiple projects to engage couriers and delivery riders in urban governance.
