All 15 complete community projects in Changzhou have entered the construction phase, marking the full rollout of the city’s efforts to improve community facilities and services as part of its urban renewal program.

The development of complete communities is an important people-centered initiative under China’s urban renewal drive. According to the Changzhou Municipal Bureau of Housing and Urban-Rural Development, Jiangsu province is advancing the development of 100 complete community projects this year, with construction now accelerating across the province.

A complete community is designed to provide residents with a full range of basic public services, convenient neighborhood amenities, well-developed municipal infrastructure, ample public spaces and comprehensive property management within a walkable area. It also emphasizes effective community governance and a strong sense of belonging and community identity among residents. In Changzhou, the projects aim to develop 15-minute community life circles, filling gaps in services such as eldercare, childcare, healthcare and fitness, as well as public activity spaces. The goal is to create communities that are well-equipped, convenient to live in and effectively managed, improving residents’ quality of life as the city moves beyond simply providing housing to creating better places to live.

The 15 communities are located across Jintan, Wujin, Xinbei, Tianning and Zhonglou districts, as well as the Changzhou Economic Development Zone.

In 2023, Jiangwan Community in Xinbei was selected as a national pilot for complete community development, making it the only national-level pilot in Changzhou. After nearly two years of development and improvement, the community has completed its pilot program and offers a model for the city’s wider efforts to develop complete communities.

With a focus on creating an age-friendly and child-friendly community, Jiangwan Community has upgraded Xinjing Sports Park, expanded and renovated its traditional Chinese medicine clinic, and improved services for both older residents and children, including an early childhood education center and a day-care center. It has also built Jiangsu’s first international-standard baseball and softball training facility and Changzhou’s first Star Charge-themed park. Public spaces including Sanjiangkou Park and Daoxiang Academy have been linked to form a well-developed 15-minute community life circle, providing residents with more convenient access to everyday services and activities. The experience has provided a practical model that can be replicated in other complete community projects across Changzhou.

Changzhou is now carrying out dedicated assessments of the 15 communities to identify gaps against complete community standards. Based on the conditions of each community, the city is developing a tailored plan for each project, identifying residents’ most pressing needs and refining implementation plans accordingly. Rather than relying on large-scale demolition and reconstruction, the projects will focus on micro-renewal and targeted improvements to enhance the living environment.

Going forward, Changzhou will closely monitor the progress of the 15 projects, strengthen oversight throughout their implementation, and encourage broader participation in their development and operation. The city aims to turn the 15 complete communities into demonstration projects for urban renewal, creating more convenient, comfortable and livable neighborhoods for residents.
