On March 3, the Department of Science and Technology of Jiangsu Province, in collaboration with the Provincial Development and Reform Commission and the Provincial Market Supervision Administration, unveiled the inaugural list of 32 benchmark incubators in Jiangsu. These incubators are dedicated to promoting cutting-edge industries such as advanced new materials, biomedicine, intelligent manufacturing, green technologies, and artificial intelligence.

Among the selected incubators, Changzhou has secured three spots, demonstrating its growing influence in fostering innovation and entrepreneurship. The city’s inclusion highlights its commitment to supporting high-tech industries and nurturing future industries.

Jiangsu Province, home to 278 national-level incubators—the highest number in China—has been actively guiding leading enterprises, academic institutions, and investors to establish representative and influential benchmark incubators. These incubators are designed to strengthen resource provision for “hard-tech” innovation and entrepreneurship, including capital, data, and application scenarios, to accelerate the emergence of high-growth enterprises such as unicorns and gazelles.

One standout example is the Yangtze River Delta Synthetic Biology Industrial Incubator, which leverages the expertise of Nanjing Normal University and the Changzhou Synthetic Biology Research Institute. This incubator operates R&D labs, concept validation platforms, and pilot-scale facilities, adopting a full-chain incubation approach that integrates academic disciplines with industry needs. Over the years, it has nurtured more than 90 synthetic biology enterprises, showcasing the collaborative strength of Changzhou’s research institutions and industrial ecosystems.

With a focus on professionalized services, the benchmark incubators aim to help small and medium-sized enterprises (SMEs) integrate innovation chains upstream and industrial chains downstream. By synergizing capital and talent networks, they are accelerating the marketization of laboratory achievements and driving economic growth.

Looking ahead, Jiangsu Province plans to establish approximately 100 benchmark incubators by 2026, aiming to unlock new frontiers in future industries and continuously shape fresh momentum for high-quality development. Changzhou’s role in this initiative underscores its potential to become a key hub for innovation and a driving force in the province’s technological transformation.
