Changzhou has established 102 youth communities, which have accommodated 1,674 young job seekers for a total of 6,524 days this year alone. Nearly 30 percent of these young people chose to stay and work in the city after their stay — a testament to the program’s success. The city now leads Jiangsu Province in the number of youth communities, occupancy rates, and total stay durations.
Launched in 2022 as a provincial youth welfare initiative, the Youth Community Program aims to help recent graduates and young professionals (within two years of graduation) tackle temporary housing challenges while job hunting in new cities.
Changzhou was the first in Jiangsu to integrate this initiative into its municipal well-being projects, adopting a “talent apartments + hotels” model. The city now offers 102 youth communities across seven areas and 30 towns or subdistricts, providing 2,105 rooms at any given time and forming a “30-minute community network.” These communities are strategically located in business hubs, innovation parks, talent apartment complexes, and transportation hubs. Xinbei and Wujin districts pioneered digital services, launching mini-programs like “Qingyan Kan Xinbei” (Xinbei for Youth) and “Wu Xiaoqi” (Settle in Wujin) — providing one-stop support for young talent.
It is reported that Xinbei rolled out the “Longcheng Welcome Package,” offering free stays in youth communities, complimentary tickets to China Dinosaur Park, free shared bike rides, exclusive youth events, and customized group experiences. In 2024 alone, over 8,000 young people from more than 300 cities visited Xinbei for job interviews or tourism, with over 600 choosing to stay after their visit.
To ensure no job seeker is turned away due to full occupancy, Changzhou introduced a cross-district recognition system, designating 2–3 flagship communities per district that accept overflow bookings.
Additionally, the city offers a “Longcheng Benefits Package,” including free metro and bus rides, discounted tourist attractions, and China Mobile’s “Suqing” (Jiangsu Youth) SIM card. By combining housing support, career opportunities, and urban perks, Changzhou is creating a youth-friendly ecosystem that not only attracts talent but convinces them to stay.
