Changzhou will implement its Regulation on Optimizing the Business Environment from Jan. 1, 2026, as the city steps up efforts to improve market conditions and support business growth.
On Dec. 29, the Standing Committee of the Changzhou Municipal People’s Congress, together with the Municipal People’s Government, held a meeting to advance the regulation’s implementation.
Officials said governments at all levels and relevant departments should use the regulation’s rollout as an opportunity to foster a fairer and more efficient market environment, while providing full life-cycle services for businesses.
They also called for setting benchmarks in government services by making administrative procedures more convenient, transparent and efficient, and for strengthening a stable, law-based environment to give market entities greater certainty in operations and development.
The meeting further stressed the need to enhance Changzhou’s green, livable and people-oriented environment, with the aim of shaping an open, inclusive and trustworthy city.
According to the meeting, effective implementation of the regulation is seen as key to carrying out central policy requirements, supporting the city’s high-quality economic and social development, and responding to the concerns of market participants.
Authorities were urged to clarify responsibilities, improve coordination mechanisms for optimizing the business environment, and ensure policy measures deliver tangible results. People’s congresses at all levels were also asked to strengthen oversight to monitor implementation and promote the regulation’s effective enforcement.
