Commissioned by the National Standardization Administration of China (SAC), the Jiangsu Provincial Market Supervision Administration recently organized an expert panel to evaluate the project titled "National Circular Economy Standardization Pilot for Recycling of Retired Photovoltaic Modules", undertaken by Changzhou Ruisai Environmental Technology Co., Ltd. Ruisai successfully passed the assessment with a score of 94.5 plus 10 bonus points for its distinctive features, becoming the first national-level standardization pilot enterprise in China’s photovoltaic (PV) recycling industry.
Founded in March 2018, Ruisai Environmental specializes in the recycling and disposal of decommissioned photovoltaic modules. It is recognized as a national high-tech enterprise, a national pilot enterprise for circular economy standardization, and a Jiangsu provincial “specialized, refined, distinctive, and innovative” SME. As a leading standard-setting organization in China’s PV recycling sector, Ruisai holds a strong technological edge. The company serves as the vice chairman unit of the ECOPV Photovoltaic Recycle Industry Development Center and the executive deputy director unit of the Clean Energy Solid Waste Special Committee (CIAR).
With a firm commitment to technological innovation, Ruisai aims to create a green, closed-loop system for the new energy industry and to become a global leader in low-carbon, renewable materials for the clean energy sector.
The Changzhou National Hi-Tech District (CND) plans to fully leverage this nationally approved pilot project as a key driver for developing its circular economy. Efforts will focus on strengthening policy support, improving standards systems, promoting collaborative innovation, and cultivating a robust industrial ecosystem. The goal is to set a benchmark for circular economy development, elevate the region’s capabilities in sustainable practices, and contribute to China’s dual carbon goals of peaking emissions and achieving carbon neutrality.
At the same time, CND will continue to enhance proactive, front-line services, respond precisely to enterprise needs, and strengthen support in areas such as space and resource allocation, talent recruitment, financial aid, market expansion, and project applications. Timely resolution of development bottlenecks will ensure high-quality services and resources to support the innovative and sustainable growth of local enterprises.
