This year, Changzhou will provide meal assistance services for nearly 150,000 elderly residents, with nearly 400 economically disadvantaged seniors with mobility impairments receiving free home meal delivery.

To effectively address the challenge of meal accessibility for the elderly, Changzhou has in recent years vigorously promoted elderly meal assistance initiatives. By adopting various operational models—such as publicly-built, privately-operated community canteens; participation from branded restaurant chains; centralized kitchen distribution; and the opening of institutional or corporate canteens—the city has advanced the development of elderly meal assistance sites. Currently, there are 413 such sites across the city, serving an average of 15,000 meals daily and benefiting 136,000 elderly individuals.

Building on this foundation, the city will add 25 community-based meal assistance sites this year. Aiming to establish a "15-minute meal assistance service circle," Wujin District plans to build and renovate 18 meal assistance sites. Zhonglou District, focusing on "ensuring care for the elderly," will add two new community service sites.

According to Yu Qiaoxi, deputy director of Changzhou Municipal Civil Affairs Bureau, this year, while improving the quality of elderly meal assistance, the government will also expand these services to rural areas. Special attention will be given to elderly groups in rural communities, such as those who are advanced in age, living alone, "empty nesters," or facing mobility or cognitive impairments, ensuring they have access to quality meals nearby. Additionally, the Municipal Civil Affairs Bureau, in collaboration with the Municipal Charity Federation and the Municipal Welfare Lottery Center, will launch the "Warm-hearted Meal Delivery" service project. This initiative will provide free home meal delivery for nearly 400 economically disadvantaged seniors with mobility impairments across the city.
