As of the end of June, Changzhou had created 58,600 new jobs citywide. The city ranked second in Jiangsu Province in the composite index for new urban jobs per 10,000 employed residents.
Enhancing employment services
Changzhou has implemented targeted support policies for enterprises, including extending the reduction of unemployment insurance premiums. This initiative eased the financial burden on 124,000 entities by RMB 608 million. The city also disbursed RMB 12.03 million in job expansion subsidies, benefiting 1,922 enterprises and 8,020 individuals. Additionally, it issued 6,530 “Su-Gang Loans” to support employment, with a total loan balance of RMB 65.674 billion.
To improve job-matching services, human resources markets across the city hosted 715 online and offline job fairs, offering 398,500 positions and attracting 300,400 job seekers. Moreover, 290 livestream recruitment sessions were held, serving 4,536 enterprises and drawing 2.5 million online viewers.
Ensuring workforce support for enterprises
Changzhou launched special campaigns to meet the staffing needs of key enterprises, incorporating newly completed major project companies and essential service providers into its enterprise service database. The city also compiled a Changzhou Human Resources Support Package for Enterprises and conducts monthly labor demand surveys to deliver tailored staffing services.
To enhance labor cooperation between eastern and western regions, 67 local companies participated in 23 on-site job fairs in provinces such as Guizhou, Shaanxi, and Yunnan. A total of 26,000 job openings were posted at labor cooperation bases, resulting in 10 newly signed agreements and the establishment of six new cooperation bases.
Strengthening employment assistance
Changzhou carried out its “Employment Assistance with Heartfelt Support” campaign to help key groups, including the long-term unemployed, zero-employment urban households, and unemployed persons with disabilities. From January to June, 55 targeted online and offline job fairs were held, offering 8,406 positions and helping 682 people secure employment.
The city also provided tailored “1131” support (including one policy briefing, one career counseling session, three job referrals, and one training or internship opportunity) for individuals with both the ability and willingness to work. Special job fairs were organized for people with disabilities and unemployed residents, helping 910 individuals from five hardship groups find jobs.
In the first half of the year, Changzhou distributed about RMB 95.83 million in social insurance subsidies for flexible employment and public welfare posts, benefiting 51,000 people. It also paid RMB 439 million in unemployment insurance to 197,000 recipients and covered RMB 104 million in medical and maternity insurance premiums for those receiving unemployment benefits—delivering tangible results in the effort to “ensure household stability through individual support.”
