Since the beginning of this year, the Changzhou government has continued to implement the "Direct and Fast Access" fiscal funding mechanism, becoming the first in Jiangsu to achieve full coverage across the entire city.

From January to September, a total of 3.44 billion yuan was disbursed through this mechanism, benefiting enterprises 4,900 times and more than 1.26 million individuals. On the industrial side, targeted policy incentives have effectively empowered businesses, with 1.47 billion yuan in direct funding supporting core technology breakthroughs, fostering innovative players such as specialized and sophisticated "Little Giant" enterprises and high-tech firms, and promoting the high-quality development of R&D institutions including academicians' workstations. This has created a synergistic integration of production factors, where financial resources bolster innovation, and innovation drives industrial advancement.

On the livelihood side, a total of 1.97 billion yuan in direct-to-beneficiary funds has been allocated for talent subsidies and public welfare programs. These funds emphasize broad and inclusive benefits, covering key areas such as education, healthcare, and housing, and aim to build a basic and equitable social "safety net" for all.
