Changzhou launches three-year plan to boost football industry

On July 2, Changzhou released its Three-Year Action Plan for Football Industry Development (2026–2028), outlining a roadmap to accelerate the city's development as a football hub. Building on the progress made under its football development strategy, the plan aims to leverage Changzhou's strengths in intelligent manufacturing and the integration of sports and education to foster a modern football industry.

By 2028, Changzhou aims to build one of China's leading football industry ecosystems among prefecture-level cities.

The city plans to become an emerging football event hub in the Yangtze River Delta, while strengthening its advantages in football equipment manufacturing and youth development.

Football is expected to become a key driver of the local sports economy, supported by professional competitions, youth training, smart manufacturing, digital services and sports tourism.

To achieve these goals, the plan focuses on strengthening the entire football industry chain. Priority will be given to developing flagship football events, improving youth training through closer integration of sports and education, and attracting more professional coaches, referees and sports management talent.

The city will also expand football facilities, encourage local manufacturers to develop football-related products, promote deeper integration of football with culture, tourism and commerce, and accelerate the application of AI and other digital technologies in training and event operations. Policy support and private investment will be further strengthened to foster more competitive local football enterprises.

The action plan also outlines measures to ensure effective implementation. A cross-departmental coordination mechanism led by the municipal government will oversee the initiative, while dedicated funding for football industry development will be incorporated into annual fiscal budgets. Media platforms will also be mobilized to raise public awareness and support the long-term growth of the city's football industry.
