Changzhou has been doubling down on the disciplined and efficient management of its government investment funds, with a strong focus on "investing early, investing small, investing for the long term, and investing in hard tech." The strategy is proving effective in cultivating new quality productive forces and bolstering the city's high-quality economic and social development.

As of the end of June this year, the city's 72 government investment funds, comprising fund-of-funds and sub-funds, had surpassed 58 billion yuan in total scale, with investments covering key industrial clusters such as new energy, new materials, artificial intelligence, and synthetic biology. To date, these funds have backed 307 projects in Changzhou, with a total investment of 8.379 billion yuan, spanning the entire lifecycle of business financing.

Leveraging the city's strong research resources, the government investment funds have joined forces with innovation platforms like Changzhou Science and Education Town and the Longcheng Talent Plan to launch a number of venture capital funds, including the Meta Stone Sci-Tech Innovation Fund. These initiatives are channeling financial capital more precisely into AI enterprises and talent-led ventures. By the end of June, the funds' portfolio in Changzhou included 45 gazelle companies, 37 potential unicorns, 8 unicorns, and 115 "specialized and sophisticated" SMEs that produce novel and unique products—among them 54 "little giant" enterprises. The portfolio also features eight benchmark projects in intelligent transformation and digital upgrading, covering the full spectrum of support for tech-based SMEs at every stage of their growth.
