On May 16, the 2026 Changzhou Foreign Investment "Three Centers" Development Conference kicked off in the city. The event, focusing on the development of foreign-funded manufacturing, R&D and procurement centers, gathered government officials and entrepreneurs to discuss cooperation and promote high-level opening up. Mayor Zhou attended the event and delivered a speech.
In his remarks, Mayor Zhou pointed out that during the 15th Five Year Plan, AI has become a key variable shaping the future. Shanghai, as an international science and technology innovation center, has extended its radiance across the Yangtze River Delta. Against such background, Changzhou will seize strategic opportunities to build the "three centers" as a key driver of development, deepening full-process cooperation with foreign-funded enterprises in manufacturing, R&D, and procurement. To be more specific, first, the city will facilitate the founding of foreign-funded manufacturing centers. Manufacturing is a cornerstone of the city's development and the foreign-funded enterprises are the key actor driving smart transformation in this field. Changzhou will build a "10+28" industrial system and a "6+X" future-oriented industrial layout, to attract manufacturing resources and build competitive strengths.
Second, the city will help to build foreign-funded R&D centers. Changzhou stands ready to embrace innovation resources worldwide, and integrate more foreign-funded companies into the local tech and industrial ecosystem. R&D centers will help to commercialize more innovation fruits.
Third, the city will jointly establish procurement centers with foreign-funded enterprises. Drawing upon the geographical advantages, Changzhou has an efficient global supply chain system. In the future, the government will support foreign-funded companies to settle their procurement functions in the city, providing supporting services in finance, taxation and customs clearance. It will promote local supply enterprises to integrate into the international supply chain, building a new open economy.
Moreover, Mayor Zhou promised that the municipal government, will as always, optimize services, expand openness, and create a first-class business environment that is market-oriented, law-based, and international, so as to deliver promising development, rewarding investment, and win-win cooperation.
Also at the conference, corporate representatives from Mettler-Toledo, Beko, Stryberlus, etc. shared their development fruits and cooperation prospects. A batch of foreign-funded project achievements were released to the audience.
