Jiangsu Province's first assessment center for the vocational skill certification of carbon emission administrators officially opened in Changzhou on May 25, addressing a long-standing gap in the province's standardized carbon management professional certification system. The center was launched under the leadership of the Changzhou Municipal Bureau of Human Resources and Social Security, in partnership with Changzhou New Energy Group and Jiangsu Coastal Development Group, and is hosted at Jiangsu Changzhou Technician College.
As an emerging and strategically important profession listed in China's national occupational catalog, the carbon emission administrator is primarily responsible for core functions including carbon emission monitoring, accounting, verification, and consulting. These professionals are indispensable for enterprises undergoing green transformation, for industrial parks aiming to achieve low-carbon upgrades, and for the energy sector's carbon control and reduction efforts. They also represent a vital source of talent supporting local governments in putting carbon peak and neutrality strategies into practice.
Changzhou is currently leading four national pilot initiatives for green and low-carbon energy transition. As its low-carbon industrial clusters continue to grow, the demand for certified carbon management professionals is rising rapidly. The new assessment center offers several advantages: local certification eliminates the need for out-of-town testing, reducing time and travel costs; it creates a clear career pathway by improving the training and evaluation system for carbon management talent; and it delivers targeted support by supplying certified professionals to green industries, helping businesses strengthen their carbon management systems and boost energy efficiency and carbon reduction capabilities.
