Changzhou has launched the Yangtze River Delta’s first OPE (One-Person Entrepreneur) Smart Industry Innovation Community in Zhonglou District, marking a significant step in the region’s digital economy development. According to the city’s Data Administration Bureau, the community aims to build a pioneering digital innovation ecosystem centered around individual entrepreneurs empowered by AI and automation technologies. By 2030, it plans to incubate 100 tech enterprises and become a new engine of growth for the digital economy across the region.

The OPE model—short for “One-Person Entrepreneur”—enables individuals to leverage AI large models, automation tools, and digital collaboration networks to independently manage the full innovation-to-commercialisation process. In essence, it transforms a single person into an AI-augmented team. Zhonglou District, already a core hub of Changzhou’s digital economy, is home to infrastructure such as the East China Cloud Computing Base and continues to expand its cluster of tech-driven firms, fuelling both innovation and economic vitality.

By 2030, the innovation community aims to establish four vertical incubation centres, launch one new national-level innovation platform, incubate 100 tech startups, and nurture 12 high-tech enterprises. It will also assemble a professional incubation team of over 300 experts and collaborate with more than 100 intermediary service agencies. Furthermore, the initiative will open a wide range of application scenarios to accelerate the commercialisation of cutting-edge innovations.
