Changzhou has launched the “Hundred Overseas PhDs Visit Jiangsu” programme, drawing more than 150 doctoral experts from over 20 countries and regions to meet with nearly 100 leading local enterprises and institutions. The event, held on 8 August, was aimed at deepening ties between global talent and Jiangsu’s innovation-driven industries.
Speaking at the opening, Wu Minchao, Deputy Director-General of the Jiangsu Provincial Department of Human Resources and Social Security, and Xia Sijun, Vice Mayor of Changzhou, highlighted the city’s ambition to become a hub for high-level international talent.
Jointly organized by the provincial authorities and the Changzhou municipal government, the initiative carries the theme “Joining Hands with Global Talent, Creating Jiangsu’s Future.” Now in its 20th year, the programme supports Jiangsu’s “51010” strategic emerging industries and “1650” industrial system, aligning talent development with national strategies and regional growth priorities.
At the ceremony, awards were presented to Ocean Intelligence (Jiangsu) Technology and Jiangsu Speed Leopard Power Technology, recognized as the “Most Promising Start-ups Founded by Returnees in 2024.” Seven companies, including BTR (Jiangsu) New Material Technology, were granted licenses to establish national-level postdoctoral research stations. A series of cooperation agreements were also signed.
The event showcased demand in high-end sectors such as smart manufacturing, new materials, new energy and biomedicine, with Changzhou releasing its 2025 international talent recruitment plan. Dedicated zones were set up for on-site exchanges, project roadshows and start-up policy consultations, offering overseas talent direct access to full-cycle support services.
