According to the municipal human resources and social security authorities, Changzhou has been expanding its entrepreneurship ecosystem through the development of startup incubation bases. The city has established 71 entrepreneurship bases at the municipal level or above, including 30 provincial-level entrepreneurship demonstration bases. Together, these platforms host more than 10,000 startup entities and have created close to 100,000 jobs.
Sanjing Entrepreneurship Incubation Base has become one of the city’s leading incubation platforms. As of November, the base had supported a cumulative total of 426 enterprises, with 58 companies currently under incubation and 22 in the acceleration phase. These firms have created 2,527 jobs, including 517 positions filled by employees with junior college degrees or above. Between 2024 and 2025, the base absorbed 164 newly graduated students.
The base has established industry–academia–research collaboration mechanisms with universities and research institutions including Nanjing University, Northwestern Polytechnical University, Hohai University and Changzhou University, helping accelerate the commercialization of scientific and technological achievements.
This year, it organized eight innovation-support activities, including intellectual property training sessions and research achievement release and matchmaking events, involving more than 180 participating enterprises.
Sanjing has also built a pool of full-time and part-time entrepreneurship mentors and provides regular coaching and training programs. Through one-on-one, one-to-many and many-to-one advisory formats, it delivered entrepreneurship consulting and guidance to 226 enterprises this year, covering all small and micro firms within the base. In addition, tailored professional training was offered to entrepreneurs and company staff in finance, administration and other functions, with annual participation reaching 420 person-times.
The base organizes regular inter-enterprise exchanges and product matchmaking activities, disseminates information on trade fairs and exhibitions through its website and information systems, and sponsors resident enterprises to participate in exhibitions in cities including Nanjing, Wuhan and Shanghai, as well as overseas markets.
To date, the base has fostered five national-level specialized and innovative “little giant” enterprises, three potential unicorn enterprises, and 11 gazelle enterprises.
