Changzhou held a meeting on August 21 to review the progress of its technology transfer officer program, share experience and discuss priorities for the next stage. Tong Jian, member of the Standing Committee of the CPC Changzhou Municipal Committee and head of the Organization Department of the CPC Changzhou Municipal Committee, attended the meeting and delivered remarks.

Changzhou launched its technology transfer officer program in 2025 to strengthen links among universities, research institutes and local industries. Under the program, young officials are stationed at partner universities and research institutes to serve as a bridge between research institutions and businesses, helping match research results with industry needs, facilitate technology commercialization, attract talent and deepen university–city collaboration.

So far, 46 technology transfer officers have been stationed at 32 universities and research institutes across China. They have helped facilitate the signing and implementation of more than 80 projects and supported more than 3,000 professionals in coming to Changzhou for employment or entrepreneurship, providing new impetus for the city's high-quality development.

The meeting called for stronger and more effective links between universities and the city, with technology transfer officers playing a greater role in connecting research institutions with Changzhou's industries and helping turn research results into practical applications. They will also be expected to help bring more innovation resources and high-level talent to support the development of Changzhou's “10+28” industrial system and “6+X” future-industry framework.

The city will further strengthen collaboration among universities, research institutes, local governments and enterprises, improve mechanisms for matching technology supply with industry demand, and make the process from research results to commercialization more efficient. Government departments and local authorities were urged to provide stronger support for technology transfer officers, improve channels for communication and project matchmaking, and strengthen the full chain of technology transfer and commercialization.
