Jiangnan Global Harbor has recently been officially approved as the city’s first shopping complex designated to pilot the "immediate tax refund upon purchase" service, marking a significant milestone in efforts to boost cross-border consumption and enhance Changzhou’s global shopping appeal.
The approval, jointly supported by the Changzhou Xinbei District Bureau of Commerce and the Second Taxation Bureau of Changzhou, follows streamlined coordination and technical integration to establish a fully operational tax refund system.
The scheme introduces three key innovations:
Lower spending threshold
Tourists are now eligible for tax refunds on same-day purchases reaching 200 yuan at a single shop—down from the previous 500 yuan threshold. The relaxed policy allows smaller retailers (including those specializing in “Guochao” (China-chic) brands, intangible cultural heritage, and creative products) to benefit from duty-free incentives, expanding their global reach.
Higher refund limits and payment flexibility
The cash refund cap has been raised from 10,000 yuan to 20,000 yuan, with refunds now available via cash, bank cards, or mobile payment platforms—offering travelers greater convenience.
Streamlined approval procedure
Tax authorities have accelerated merchant registration by broadening eligibility to include newly established stores and mid-tier (M-grade) tax-credit enterprises. With approval authority now delegated to local tax offices, applications can be processed within just five working days.
Officials anticipate the initiative will attract more international tourists and stimulate high-quality growth in Changzhou’s retail and service sectors.
