On 23 September, the 2025 RL China Industry Innovation Conference was held at the China-Israel Changzhou Innovation Park, where the Institute for General Decision Intelligence under the Yangtze River Delta National Technology Innovation Center was officially inaugurated — marking another milestone in Changzhou’s fast-growing artificial intelligence sector.
Approved by the Ministry of Science and Technology and jointly established by Shanghai, Jiangsu, Zhejiang, and Anhui, the Yangtze River Delta National Innovation Center serves as a comprehensive national technology innovation platform. In September 2024, the Center appointed Professor Wang Jun, an internationally renowned reinforcement learning expert from University College London, as the project leader to spearhead the creation of the Institute. After a year of development, the Institute has now been officially launched, focusing on next-generation AI algorithm innovation — particularly in addressing challenges of AI decision-making and autonomous learning in complex scenarios. Its mission is to accelerate the transition of artificial general intelligence (AGI) from theory to practice and to provide robust decision-making support for industries such as intelligent manufacturing and smart cities.
Leveraging its strong industrial and innovation base, Changzhou has made artificial intelligence a key component of its “6+X” future industries strategy and established the West Taihu Lake (Changzhou) International AI Community, which officially opened in late August. The community aims to build a highly influential AI application-oriented innovation ecosystem in the Yangtze River Delta, structured around three core infrastructure, six major functional platforms, and multiple industry benchmark projects, driving the integration of cutting-edge AI technologies with real-world applications across diverse sectors.
