As of July 1, Changzhou has launched a fully funded childbirth subsidy policy, eliminating out-of-pocket costs for eligible insured women giving birth in hospitals.
The policy applies to those enrolled in either the urban employee basic medical insurance (which includes maternity insurance) or the urban–rural resident medical insurance. Regardless of the delivery method—natural, assisted, or cesarean—all in-hospital childbirth expenses that fall within the designated reimbursement directory and are incurred at approved medical institutions are now fully covered. After standard reimbursements from basic medical insurance, critical illness insurance, and medical assistance, any remaining eligible costs are fully subsidized by the government.
In addition to delivery costs, the policy also covers the treatment of pregnancy-related complications or comorbidities that occur during hospitalization, except for bed fees exceeding the standard rate.
Previously, insured employees delivering in Class III (top-tier) hospitals—the highest-level institutions under China’s hospital grading system—were required to pay 10% of eligible expenses exceeding RMB 5,100. Those under the urban–rural scheme also bore part of the cost, depending on hospital tier. Under the new policy, insured women are only responsible for expenses outside the defined reimbursement scope.
Eligibility is based on the discharge date: mothers discharged on or after July 1 qualify for the new benefit.
