New rule for travelers coming or returning to Jiangsu

On January 17, the two divisions within the Leading Group of Jiangsu COVID-19 Prevention and Control Task Force in charge of COVID-19 containment and community prevention jointly issued the “Notice on Further Clarifying the Health Management Measures of People Coming or Returning to Jiangsu Province during the Spring Festival”, which targets five categories of people. 

1. Cross-border travelers

The "14+14" health management measures will be implemented for cross-border travelers, namely, when the period of 14-day centralized quarantine for medical observation is over, another 14-day home quarantine will apply for those eligible, during which nucleic acid tests will be carried out on the 3rd day (48 hours later) and 14th day of home quarantine. Those who test negative both times could be included in routine check-ins afterwards.

For those who enter China via other provinces and return to Jiangsu after 14 days of centralized quarantine, home quarantine will apply as soon as they return, while a nucleic test shall be carried out within three days. On the last day of the 14-day home quarantine, another nucleic test shall be carried out.

In accordance with the above-mentioned requirements, for those coming through the "fast track", closed-loop management will be extended to the 28th day after their entry into China, and a nucleic test shall be carried out accordingly. During the period of home quarantine and closed-loop management, it is prohibited to leave the household during self-isolation or the facilities designated for closed-loop management. Regarding nucleic testing during the period of 14-day centralized quarantine, two different brands of reagent kits shall be used for parallel testing.

2. Travelers working in high-risk industries such as cold chain

Those who are engaged in high-risk work such as loading, unloading, handling and transporting cold chain items (including cold chain food) must hold a certificate of negative nucleic acid test result issued at most 7 days before coming or returning to Jiangsu. Those who fail to provide the certificate will be transported by dedicated vehicles to the service point for sampling of nucleic testing.

A 14-day home quarantine will apply in all regions within Jiangsu Province, during which nucleic tests shall be carried out twice respectively on the 3rd and 14th day, while body temperature should be checked twice a day and reported to the community.

Strictly prohibited actions include organizing or participating in gathering activities such as meetings and dinners, engaging in offline teaching or other crowd activities organized by schools or training institutions, and going to KTVs, pubs, public bathrooms, cinemas, Internet cafes and other confined indoor places. Wear a mask any time you are outdoors. Do not take public transportation. Maintain at least 1 meter distance from other people, and avoid going to crowded places or participating in gathering activities.

3. Travelers from medium- and high-risk areas

People who have left medium- and high-risk areas for at least 14 days need to undergo a nucleic acid test on the day of being tracked, followed with a 14-day home quarantine till they have left such areas for 28 days. During the home quarantine period, they shall check and report their body temperature twice a day, and take a nucleic test on the final day of quarantine.

Those who have left medium- and high-risk areas for less than 14 days shall undergo a 14-day quarantine at designated places till they have left such areas for 14 days. Daily health monitoring shall be carried out during the quarantine period, and nucleic tests shall be taken twice (on the day of being tracked and the day before release). The final test before release shall use two different brands of reagent kits for parallel testing.

They shall be included in grid-based community management after release and undergo additional home quarantine until they have left medium- and high-risk areas for 28 days. On the 3rd and 14th day of home quarantine, they shall take nucleic acid tests. During the home quarantine period, they shall take and report their body temperature twice a day.

4.  Travelers from regions with medium- and high-risk areas

Travelers who are coming or returning to Jiangsu from low-risk areas in cities (or districts of provincial-level municipalities) with medium- and high-risk areas shall submit a certificate of negative nucleic acid test result issued at most 7 days prior to departure. Those who fail to provide the certificate will be transported by dedicated vehicles to the service point for sampling of nucleic testing. They shall check their body temperature twice a day.

5. Travelers from other low-risk areas

Travelers who are coming or returning to Jiangsu from other low-risk areas shall track their health daily and take temperature checks twice a day. Returnees from rural areas shall also report to their village committees on the day of arrival.
